The Failure of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Immense energy is expended on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability afforded by current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and utility failures in multiple buildings as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's essential dependence on international aid – a reliance that regional partners are demonstrably unable to replace in the near term.

Failed Diplomacy

The comprehensive proposal from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, undoubtedly, endure.

Political Considerations

It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unfeasible to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, US leadership does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a total frontline collapse until situations evolve in its favour.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
